The rest of the steps in this part are using that command prompt, and Enter is assumed at the end of each command (unless it's description text in English).
That command should have brought up a *new* command prompt, with a title bar indicating that it is running as the postgres user. Do the next commands in it.
cd \program files\postgresql
dir
cd <the version # from the last command, like "9.1">. So, something like "cd 9.1" then Enter.
cd bin
createdb -U postgres om_<yourusername> [For example: "createdb om_james" then Enter. In some situations "createdb" needs to be "./createdb" instead.]
(Wait a little while for that to complete.)
createdb om_testrunner --owner=testrunner [In some situations "createdb" needs to be "./createdb" instead.]
psql -U postgres om_<yourusername> [In some situations "psql" needs to be "./psql" instead.]
